Tagger

A Tagger is the agent who/that makes the tagging assertion. Typically a Tagger is a person. For example, if Sandra says that tagcommons.org should be be tagged with "tagging" and "semanticweb", then Sandra is the Tagger.
Sandra's name is not the Tagger. Sandra the person is. In the context of tagging on del.icio.us, Sandra might be called "spinster". In another context, she may be called “Fokky”. Interpreting who someone is given their names in various contexts is hard and interesting, which is another reason why tag data should be exposed in a application-independent form.
It also makes sense that the tagger could be a robot with attitude. The Semantic Web community is building all sorts of agents that can "auto-tag" content based on Named Entity Recognition and other techniques. Each agent will have its own heuristics and databases to make educated guesses about reasonable tags. So the identity of the tagger is important even if it is a machine.
